Welcome to our public consultation page for the exciting proposals for the conversion of the former Park Social Club.
DPP are preparing to submit a planning application on behalf of Carr Hill Properties (the applicant) to the City of Doncaster Council, for the change of use from a social club to 7 apartments (use class C3) at the former Park Social Club, 1 Victoria Road Doncaster DN4 0LZ.
Undertaking public consultation with local residents in advance of submitting a planning application is an important part of the process for the applicant. This consultation allows members of the public and the local community to engage with the vision for the site and to provide valuable feedback on the proposals.
The site
The site is located at the junction of Victoria Road and Balby Road in Doncaster. The building is the former Park Social Club, a two-storey building with a small servicing yard opening on to Victoria Street.
The Site is immediately adjacent to commercial uses to the north and east; however, the predominant use of the area is residential. Westfield Park lies 100 metres northeast along Balby Road. A larger area of employment uses is located approximately 300 metres to the southeast of the Site.
Victoria Road is an residential street, lined by terraced houses. It is entry-only from Balby Road, 2.3 which forms part of the A630 road, a major arterial route linking Doncaster’s city centre and industry to the A1(M) and M18 motorways. The A630 also extends further west to Conisbrough, Rotherham and Sheffield. Within the vicinity of the Site, it takes the form of an urban dual carriageway.
The Site is well served by bus routes, with the nearest north/eastbound bus stop approximately 190 metres to the southwest of the Site, and the nearest south/westbound bus stop 150 metres to the northeast. The former is served by frequent (combined headways of up to 1 minute) buses terminating at Doncaster Interchange bus station (which adjoins the Frenchgate shopping centre and Doncaster railway station), and the latter by buses to Maltby, Conisbrough, Sheffield, Rotherham, Worksop, Balby and Edlington.
The Park Social Club ran as a public house prior to its closure in 2023 following a fatality. Since this date, no viable alternative community use has been identified, with residential use being the only viable option.
The site is considered a community facility under Policy 51 of the Doncaster Local Plan, and as such the conversion of the building must be carefully considered.
The Proposed development
The Proposed Development will convert the building to residential use, providing 6 studio apartments and 1 x 3 bed apartment across 3 floors, with additional basement level storage and laundry. The service yard is converted to shared amenity space, alongside a bike and bin store area. The proposed scheme includes replacement of the currently mismatched windows on the southeastern elevation, as well as the reopening of the upper floor windows on the southwestern elevation.
Each apartment comprises a full size kitchen within an open plan area, with partition walls to bedrooms for apartments 1-4 on the ground and first level. Apartments 5-7 at the first level are split, with a mezzanine providing bedroom and bathroom facilities in a converted attic space.
