Introduction
DPP Planning are preparing to submit a planning application to Leeds City Council on behalf of CEC Yorkshire Ltd, seeking outline planning permission with all matters reserved except access and scale for the proposed residential development at Valley Mills, Valley Road, Morley, LS2 8AA.
Undertaking public consultation with local residents in advance of submitting a planning application is an important part of the process for the applicant as consultation allows the local community to engage with the vision for the site and to provide valuable feedback on the proposals.
The site
The Site is currently in use as a construction yard, with associated parking and storage areas serving a number of small businesses. It has been utilised by Network Rail in connection with the TransPennine Route Upgrade works at Morley Station, which were completed in 2023.
The northern part of the Site is identified within the Natural Resources and Waste Local Plan (NRWLP) as a safeguarded waste management site, allocated under Policy Waste 2 (Site 85). However, it is noted that this part of the Site has not been in active waste management use since 2014. Due to the historic uses, the site is considered to constitute previously developed land.
The Site is outlined in red on the aerial image to the left and is located approximately 2km to the north of Morley Town Centre.
The PROPOSAL
The design information provided illustrate a variety of design options and precedent images. These images are for illustrative purposes only and are intended to provide a vision of how the site could be developed in the future. The forthcoming outline application seeks outline permission for residential development consisting of between 130-140 dwellings subject to site testing, with all matters reserved except for access and scale. Therefore technical information concerning detailed appearance, layout and landscaping would be subject to subsequent reserved matters applications
The proposal therefore seeks to stablish the principle of development, alongside parameters relating to the site access arrangements and the maximum scale of development.
Vehicular access to the site is proposed via Valley Road, which is a private unadopted road. The Applicant acknowledges that previous planning applications were refused on highway grounds. However, through positive pre-application engagement with the Council, it has been established that these concerns can be addressed through a package of works to Valley Road. These improvements are expected to include resurfacing, provision of kerbed footways, carriageway reconstruction and strengthening, and appropriate drainage measures, amongst other enhancements. The site also provides opportunity to improve access to the reconfigured station through the development.
The development itself will comprise a range of building types and heights, with a maximum height of up to six storeys, and will include a mix of housing typologies such as mews houses and townhouses.
It is anticipated that the scheme will deliver Build-to-Rent (BTR) units, alongside a policy-compliant level of affordable housing. In addition, the scheme will incorporate green infrastructure and deliver a minimum of 10% Biodiversity Net Gain (BNG).
Taken together, the proposals will secure a significant level of environmental betterment for the site.
