Redevelopment of Michael Syddall Church of England Aided Primary School, Catterick

Introduction

Welcome to our public consultation page for a proposed redevelopment of Michael Syddall Church of England Aided Primary School, Catterick.

DPP Planning are preparing a planning an application on behalf of Bowmer + Kirkland (on behalf of the Department for Education).

Undertaking public consultation with local residents and businesses in advance of submitting a planning application is an important part of the planning process. It allows members of the public and the local community to engage with the Applicant’s proposed vision for the site and to provide valuable feedback on the proposals.

The site

The site is located within the northern extent of Catterick, which lies approximately 7.3km east of Richmond, 12.5km west of Northallerton and 17km south of Darlington. Located off Noels Court and Mowbray Road, the school falls within a predominantly residential area, and has a well established catchment area. The site is shown on the adjacent aerial image.

The Proposal

The Department for Education is prioritising the rebuilding and refurbishment of schools, through the School Rebuilding Programme. Some of the buildings at the school have been identified as being in condition need and require replacement in order to provide the best possible teaching environment for pupils.

A scheme for the redevelopment of the school was submitted in January 2023. However, the contractor, Eco Modular, went into administration and the application was subsequently withdrawn. Following the re-procurement of the scheme by the DfE, Bowmer + Kirkland are now appointed as the main contractor. Whilst the principle of development remains similar to that of the previously submitted application, this new proposal will stand as an entirely new proposal. Bowmer + Kirkland have used the opportunity of the previous application to understand the concerns raised by consultees and the public and to revise the plans to mitigate and resolve these issues where possible.

The proposed development relates to the redevelopment of the existing primary school and involves the demolition of the existing building and erection of a new build school to the south-east of the site. The construction will take place whilst the existing school is in use and demolition of the existing building will occur following completion of the build, thereby enabling the school to remain open throughout construction.

KEY CHANGES: 

Layout and Landscaping

  • Revised layout to enhance the screening of the main hall to reduce impact on residential amenity;
  • Reconfiguration of the overall layout to increase tree retention;
  • An overall more compact footprint.

The new layout positions an L-shaped school building to the south-east of the site, parallel to Swale Lane. The school building is located on an entirely new position on the site, further from the residential boundaries than proposed in the previous application following feedback received. The development will also include a landscaping strategy which will include both hard and soft informal play areas, and the provision of a replacement playing field to the west once demolition of the existing school has been completed. The existing Multi Use Games Area (MUGA) will be retained but moved east to accommodate the new school position and allow for the phased construction of the building alongside a hard informal and social space. Tree and shrub planting is proposed along the eastern and southern boundaries of the site to provide additional screening to the commercial properties to the south and residential properties to the east. 

 Access

Access to the site will continue to be gained via Noels Court that leads directly into the twenty car parking spaces currently proposed within the northern extent of the site. The pedestrian access to the south of the site will be retained, allowing for easy access to both the school and nursery. The new school building will continue to accommodate 252 pupils and 20 full-time equivalent staff with no proposed uplifts in numbers, and as such will not give rise to impacts on existing traffic conditions.

Design

The design of the building itself has also been revised to be further in keeping with the surrounding vernacular now featuring bricks on the elevations. Internally, the proposed building will accommodate a school hall and plant/kitchen area to the northeast, followed by the main entrance that will link the hall to the teaching spaces. The teaching area will accommodate reception, junior and infant classrooms including a staff room, a head teachers office, Library and SEN facilities.

Representatives of Bowmer + Kirkland will be in attendance, and happy to answer any questions that you may have, with an opportunity to provide written feedback on the day.
