Introduction

Welcome to our public consultation page for the proposals for redevelopment of

the Former Police Station and Central Devon Magistrate’s Courts, Heavitree Road, Exeter, EX1 2LS.

 

The site

The proposed development is located at the site of the former Police Station and Central Devon Magistrates’ Courts, Heavitree Road, Exeter which was vacated in 2019.

The site is situated in a central and sustainable location in central Exeter, approximately half a mile from Exeter City Centre.

The site is directly opposite the entrance to the University of Exeter’s St Luke’s Campus, one of the two key university campuses located within Exeter. The Streatham Campus is approximately a 35-minute walk or a short bus ride away.

 

Proposed Development

The proposed development is for a mixed-use scheme comprising 399 PBSA rooms and 363 co-living rooms, along with a café, and associated infrastructure and landscaping. The proposals have evolved in response to the public comments and reasons for refusal on the previously submitted application under planning application reference: 21/1564/OUT and planning appeal reference: APP/Y1110/W/23/3328094.

 

Proposed Development

The new proposals have broken up the site into 8 separate blocks, which visually reduces the perception of the development from Heavitree Road, creating a scheme that is more reflective of the character of the area. The site is laid out with 4 co-living blocks situated to the west, along with 4 blocks of student accommodation to the east, south of the Gorge student development and directly opposite St. Luke’s Campus. A café will be sited to the south-east, at the junction of Gladstone Road and Heavitree Road, providing a prominent public space and creating active frontage opposite the entrance to St. Luke’s Campus.

 

Access & Parking

In terms of parking, both the student and co-living schemes will have separate accessible parking areas for a small number of vehicles, while each building will also have its own internal bike store at ground floor level. An internal service road will run around the back of the blocks, along the western and northern boundary to allow access to the accessible  parking areas and for deliveries.

 

Open Space

Each side of the site will be centred around a semi-permeable open courtyard area providing open amenity space for residents. The co-living courtyard to the west will contain growing spaces for gardening, while the student courtyard will contain seating areas for students. There will also be further outdoor seating situated around the café along Heavitree Road. Several established trees along this frontage have also been retained.
