Proposed redevelopment of the Former Caldew Hospital

Introduction

 

On behalf of LGA Developments, DPP has recently submitted additional and updated information to Cumberland Council in relation to the current application on the site of the Former Caldew Hospital, 64 Dalston Road, Carlisle, CA2 5NW. The revised proposals seek the erection of a 72no. room later living care facility with associated external works on the site and is a revised submission to supersede the previous documentation related to the erection of assisted living development comprising 47 no. units (ref: 22/0956). 

Delivery of the revised proposals will provide world class facilities and cutting edge specialist support for those requiring later living support, all set within landscaped gardens and accessible courtyards. Responding to an identified need in Cumbria, the facilities will cater to individuals with complex care needs, including those with dementia, neurological disorders, and chronic conditions requiring palliative care. 

The site

The Site previously comprised the Caldew Hospital. Operations ceased in 2014, and the Hospital was later demolished in 2019. Since that time, the land has remained vacant, and comprises trees, shrubbery and hardstanding.  

Residential dwellings surround the Site on all sides, ranging from two and three storeys in height. Allotments are located to the northeastern boundary, and these are accessed via Nelson Street.  

Vehicular and pedestrian access to the Site is gained via a single access point on Dalston Road, along the eastern boundary of the Site. Public transport access is via bus stops to the east (approximately 105m from the Site) and to the south (approximately 150m from the Site). These provide services to Carlisle, Edentown, Wigton and Holme Head. 

The entirety of the Site lies within Flood Zone 1 and therefore, it has a low probability of fluvial flooding. The Site is also at very low risk of surface water flooding.  

The Site contains no listed buildings, and is not situated within a Conservation Area. The nearest listed building is the Grade II listed ‘TUETHUR’ which is located approximately 180m to the southeast of the Site. There are number of trees protected by Tree Preservation Orders (TPOs). 

The Proposal

The proposal comprises the erection of a specialist later living care facility with 72no. rooms. This is to be split across 29no. nursing care rooms, 29no. dementia rooms, and 14no. end of life rooms. The proposed built form is an ‘H’ plan building, with the two wings comprising the residential units and the amenity space and entrance located in the central core.  

Extensive landscaping is proposed, including private gardens, courtyards, and natural planting offering opportunities for residents to engage with outdoor activities. The protected trees surrounding the Site are integrated into the overall strategy, preserving the natural landscape.  

Both pedestrian and vehicular access to the Site is proposed from Dalston Road, the existing point of access. Car and cycle parking is proposed south and east of the building. 

It is vital to note that this revised scheme will provide world class facilities, designed to offer exceptional specialist accommodation for those requiring later living support. The development will cater to individuals with complex care needs including those with dementia, neurological disorders, and chronic conditions requiring palliative care. The scheme will not only provide high-quality accommodation but also create a supportive, sustainable environment that enhances the overall wellbeing of vulnerable individuals, and responds to a demonstrable need for these types of facilities to support those in later living.  

In addition, the revised scheme has also addressed the consultee comments that were received on the original scheme. This includes changes to the building footprint and outlook to reduce overlooking, greater consideration for vehicular access and parking and retention of key trees. 

Overall, the revised proposal has the potential to deliver significant social, economic, and environmental benefits for the community, over and above those that could have been delivered as part of the earlier scheme, and these are identified within the updated information now available on the Local Planning Authority’s website, using the reference number 22/0956.
