Redevelopment of the former car sales forecourt for Student Accommodation at 28 Cross Stamford Street

 

Introduction

Welcome to our public consultation page for the proposals for redevelopment of 28 Cross Stamford Street.

DPP Planning are preparing to submit a planning application on behalf of Trinity71 for the development of a purpose-built student accommodation building at a site off Cross Stamford Street, Leeds, LS7 1BA.

Undertaking public consultation with local residents and businesses in advance of submitting a planning application is an important part of the process allowing members of the public and the local community to engage with the vision for the site and to provide valuable feedback in relation to the proposals.

 

The site

The Site extends to approximately 0.11 ha and lies to the northeast of the city centre within Sheepscar. The Site is adjacent to a roundabout junction where Cross Stamford Street meets Regent Street and Sheepscar Street South.

The Site was formerly a car sales forecourt with associated single storey office and covered car service and preparation bays. The Site is currently vacant, being predominantly covered by hardstanding and the existing built development. The existing access point is from Sheepscar Street South (A61) to the west of the Site.

The surrounding area is a mix of commercial and residential uses. The majority of commercial uses are to the north and east. The majority of residential uses are to the west including a range of apartments and student accommodation.

Connections to Education

The Site is centrally located with regards to a number of Higher Education establishments. Each location below is reachable within a 30 minute walk. The distances are as follows:

Leeds University (green): 25 minutes
Leeds Beckett University (blue): 20 minutes
St James University Hospital (pink): 15 minutes
Leeds Arts University (purple): 30 minutes
Leeds City College—Park Lane Campus (orange): 30 minutes
Leeds City College—North Street Campus (orange): 7 minutes
Leeds Conservatoire (yellow): 15 minutes

The Site is sustainably located to provide access to education facilities, as well as a range of facilities and amenities close by.

Proposed DevelopmenT

The proposals will involve the demolition of the existing building and the redevelopment of the site for a new, high-quality 67 bed student accommodation scheme. The proposals are arranged as a 6 storey tower, with distinctive blocking, including a 5 storey shoulder block to help create a feature building. The proposals create an appropriate landmark for this key gateway site.

Internally, the proposed units will comprise of studios split across levels 1 – 5. Each unit will comprise a en-suite bedroom, study space, storage and kitchenette which meet the relevant space requirements. Accessible rooms are to be provided on each floor.

It is envisaged that levels 2-18 will provide a total of 14 units per floor. For level 5, the proposed layout includes 11 units and a communal roof terrace.

The main entrance to the west opens to a reception, as well as a moving room and cycle store. The south section of the ground floor accommodates the lifts and stairwell alongside a large communal lounge. The ground floor accommodates the plant and refuse to the north section.

The access for the site will remain via the A61. It is proposed that there will be 1 disabled car parking spaces on site, however the development is to remain a car-free given the sites accessibility to Leeds city centre and higher education establishments. The Site also benefits from public transport links, and therefore no additional car parking will be provided on site.

Externally, a clean and modern landscaping scheme is proposed around the building to create an attractive area of public realm that will be utilised by residents. Level 5 will also offer a roof terrace, which is to be located on the top of the shoulder block. This provides the students with a further private and secure outdoor space for socialising and learning.
