Introduction

Welcome to the Pre-Application Consultation (PAC) Page for Oakleaf Recycling, Nine Mile Point.

This consultation is being undertaken in accordance with the statutory requirement to consult under Section 61Z of the Town and Country Planning Act 1990, with further provisions set out in Part 1A of the Development Management Procedure (Wales) Order (DMPWO).

DPP Planning is preparing to submit a full planning application on behalf of Oakleaf Recycling Limited. The proposal seeks to increase the permitted throughput capacity of the existing solid recovered fuel (SRF) / refuse derived fuel (RDF) production facility located at Oakleaf Recycling Limited, Nine Mile Point Industrial Estate, Cwmfelinfach, Ynysddu, Newport NP11 7HZ.
The current permitted throughput is up to 100,000 tonnes per annum, and the proposed increase would raise this to 150,000 tonnes per annum. No physical works are proposed to the land or the facility itself. The existing infrastructure is fully capable of accommodating the increased throughput without any changes. Similarly, no increase in staffing levels is required as part of this proposal.
The purpose of the application is to allow the facility to operate more efficiently, enabling it to process a greater volume of waste and thereby divert more material from landfill, supporting broader sustainability and waste management goals. The statutory consultation period lasts for a minimum of 28 days, and we welcome your comments until 23rd April 2026.
Please note: Once the planning application is formally submitted, there will be a further opportunity to comment as part of the standard planning process.

 

The site

The site is located on Nine Mile Point industrial estate, Cwmfelinfach and covers approximately 1.06 hectares. The existing land use of the site is a solid recovered fuel (SRF) / refuse derived fuel (RDF) production facility with a capacity (up to) 100,000 tonnes per annum. Construction of this facility was completed in 2022 and the facility has been operational since. The site sits within Nine Mile Point Industrial Estate. The industrial estate supports a range of activities including manufacturing, workshops, administration offices and distribution warehouses.

The Proposal

The proposal seeks to increase the permitted annual throughput of waste at the facility from 100,000 to 150,000 tonnes per annum. No physical alterations to the building or the wider site are required to accommodate this increase, and no additional staff are anticipated to be required. The types of waste accepted will continue to align with those already permitted. However, an uplift in the number of HGV deliveries will be necessary to support the higher intake of waste.

The core function of the facility remains unchanged: to recover energy from non-hazardous waste that would otherwise be landfilled. Through this activity, the facility continues to contribute to the delivery of sustainable waste management and energy recovery in the region.

To accommodate the additional HGV movements without increasing peak-hour impacts, it is proposed to extend the delivery window to 05:00 – 20:00 Monday to Saturday inclusive. This would allow HGV trips to be more evenly distributed throughout the day.
